To be entirely fair, Hecate had at least come to her and her family's aid when it counted. She was the only reason Melinoë was there at all, and not trapped with the rest of her family. She had hope and confidence enough she would defeat Chronos and find her way to them; to free them, so maybe he had a point that Cordelia had not offered anything even remotely close to it for the people here.
