Bel can be worldly and suave, but he's far less so around friends: he sees less need to act cool. He takes Bel's hand, still smiling, and squeezes it.

"I don't think that's just the drink, Barcus, dear. Just as long as we make sure the door is closed so Satchel doesn't wander off outside. Do you want me to restrain myself so we can make it to the bedroom or is it just going to be wherever we make it to?"

Yes, he's teasing Barcus a bit. Because Bel did feel warm (and definitely a bit aroused) by the idea of Barcus having trouble with just the walk back home. Bel can wait, but partially because the anticipation itself was enjoyable.
