While she and Felix don't share ideals of knighthood, he feels they're similar in their desire to cut their own paths. Ingrid chose to forge herself as the knight she wanted to be rather than become a noble's wife; Felix chose his independence and his own beliefs over his duty to his family and country. By joining Edelgard, they both found freedom from their assigned obligations.
Felix looks confused for a moment. "You know him." But she must mean what is he like now, six years from the last time they spent any friendly time with him. "He's... The same. One face a polite, socially inept Prince, the other face a bloodthirsty boar." At least, that's the way Felix still sees him- he actually doesn't have much evidence for the boar part yet, but he's just waiting for it to happen. For Dimitri to snap.
Ingrid calls him out in no uncertain terms, and it's not surprising. He always liked that about Ingrid- she speaks her mind and keeps the boys in line. Her words are also a little relieving; he's felt directionless since the war's end, and that's only gotten worse upon his arrival here. Having someone around who actually knows him and can give him (unsolicited) advice could be useful. Even if he refuses to do what she says, which he absolutely will at times, it at least provides him a strong stance to either agree or disagree with. An anchor.
