Why bother with the Hinterlands?
It was by these small deeds that public support was measured, the goodwill of people and polities both made manifest in the collective goodwill thusly earned. And as they helped, the Visitors became more invested in those people, less willing to abandon or betray them. Less likely to see Caldera as a whole, as some kind of enemy.
And soon those who had at first served only grudgingly, would serve willingly, and consider it a privilege to do so in exchange for ever-more-extravagant rewards.
