"And if I had the means--magic, like you say, without the tech of the Capitol? I'd do something temperature sensitive for the cardigan. Darker when it's cold, to absorb the warmth of the sun, get lighter when it's warm to reflect heat. Keep you comfortable so it's an all weather type thing."
