Simon hasn't yet convinced himself that this isn't all some kind of hallucination as he dies. This place looks more like a movie set than anywhere real. And yet, he's hesitant to break the apparent illusion to go back to the hardship and chaos that he'd left behind. The bartender that had answered his simplest question, "where am I?", had been perfectly pleasant. It was extremely off-putting.
It's just as nerve-wracking to be out in the open again, taking in the chill of the winter weather with a thoughtful little frown. He's trying to keep an eye on everything at once as he walks the streets to get a better idea of this place, and as a result he misses what's right in front of his face:
