It'd require actually knowing who was in what faction and getting them to willingly discuss whatever talents or qualities they had, and the likelihood of getting any of that was pretty low. And there was the ever-lower chance of talking to one of these Goddesses or rulers. "Maybe they know something we don't. Or it's random."
